A GPS Viewpoint About The Delegacion Municipal

Sayulita used to be what you would imagine a frontier western town was like in the 1800s, where almost anything was OK, and where there were few restrictions and where few laws were enforced.  As Sayuilita grew, this style became impossible, as problems developed.  That's where Grupo Pro Sayulita stepped in to give a hand.   While we can give support for good programs, we do not run the town.  This should be obvious but there are many people who turned to us as if we had the authority to make changes.

It was difficult to make serious improvements because there was no real local government; Sayulita is controlled by the regional government and by the state.  More often than not, the government suddenly makes town-wide changes/improvements, like what's been going on recently, with little or no local input.  Then it's a scramble to make corrections, as in the recent work, before all the concrete has been poured and it's too late.

When Hector Pina was elected as the Delegado (photo: middle, in white shirt), he determined that the town could not continue to operate without better local control.  We needed more local eyes and ears within town, rather than only depend upon outsiders to know what is needed.  We needed local enforcement of laws and ordinances.  With initial approval from the President of the regional government, Hector set about to develop the equivalent of typical local governmental services.  But that takes staff, and staff takes money.  He wisely understood that to solicit money from private businesses means you are indebted to them-- much as it seems with the U.S. government and lobbiests.  That's where the GPS came in.

Within our organization, we were exhausted from trying to solve all problems, many having to do with basic public services.  Our temporary efforts continue, but some of our work are not the long-term solutions we need.  Often we had to do band-aid solutions because there was no authority to turn to.  Hopefully, that will slowly change.  And that is why we are supporting the Delegado's efforts.  (And support is coming from other sources as well.)

Since he is the legal authority, his office should be the point person to talk to the police, to talk to Girrsa (trash), to appeal for more governmental services generally, to seek enforcement of existing ordinances regarding noise, trash, parking, air pollution, venders, construction, and so forth.  Often residents have delivered their complaints to GPS volunteers, but we really are not in position to do anything about those issues, except to find allies.

Years ago, volunteers urged support for a bi-lingual office where residents and tourists could go for help.  But GPS wasn't in position to fund that alone.

For several years, people involved with crime prevention had urged the government to have an office here to report crime, rather than force victims to go to Bucerias; but without these reports, the government can not step up their efforts.

The immediate benefits were the reasons that we could justify giving support to the Delegacion Municipal.   Hector has addressed every single one of our concerns-- although implementation of solutions will take time. And Hector has ventured into many other important areas- from senior citizens, to programs for children, to helping the Salud, to resolving conflicts, and more.

No previous Delegado has ever initiated what Hector has started.  In fact, it is interesting to note that Sayulita is a prototype; there is not one Delegado in the entire state that has attempted to do what we now have in Sayulita.

Hector has only been in office for three months, so it's too early to assess the success.  And it's a work in progress. But from those who have dealt with these problems for years, it's the logical and intelligent way to proceed.  Please make note, GPS will give support as we go, and as we see progress is being made.   We also received extra donations from residents who believe that this model is the best solution for our town.  At a Wednesday's GPS meeting, Eduardo Montano (coordinator for the Delegacion), gave an overview of his progress to date; their report was also emailed with the GPS minutes.  And two days ago, Hector attended and answered questions in depth.

Go visit the offices of the Delegacion Muncipal on Miramar (on the street where the bookstore is located, but closer to Revolucion).  Already, you can pay your taxes here, you can make official crime reports (that that in itself will help tremendously in reducing tourist crime), and you can talk to a bi-lingual staff person about any complaint or need that you have.  It's a wonderful start!

Fue difícil de hacer mejoras graves porque no había administración municipal verdadera; Sayulita es controlado por el gobierno regional y por el estado. Las más veces, el gobierno hace de repente cambia/mejoras pueblo-ancho, como lo que han estado pasando recientemente, con pequeño o ninguna entrada local. Entonces es un camino difícil de hacer correcciones, como en el trabajo reciente, antes que todo el cemento haya sido vertido y es demasiado tarde.

Cuando Hector Pina fue elegido como el Delegado, él determinó que el pueblo no podría continuar operar sin mejor control local. Necesitamos ojos y orejas más locales dentro del pueblo, antes que sólo depende de fuereños para saber lo que es necesitado. Necesitamos aplicación local de leyes y ordenanzas. Con aprobación inicial del Presidente del gobierno regional, Hector se puso a desarrollar el equivalente de servicios gubernamentales, locales y típicos. Pero eso toma el personal, y el personal toma dinero. Comprendió sabiamente que eso solicitar dinero de medios privados de negocios que es endeudado a ellos -- mucho como parece con el gobierno de EEUU y lobbiests. Ahí el GPS entró.

Dentro de nuestra organización, nosotros fuimos agotados de tratar de resolver todos los problemas, muchos tener que ver con servicios públicos básicos. Nuestros esfuerzos temporarios continúan, pero algún de nuestro trabajo no es las soluciones a largo plazo que necesitamos. A menudo tuvimos que hacer soluciones de curita porque no había autoridad para girar a. Optimistamente, eso cambiará lentamente. Y por eso nosotros apoyamos los esfuerzos del Delegado. (Y el apoyo viene de otras fuentes también).

Desde que él es la autoridad legal, su oficina debe ser la persona del punto de hablar con la policía, para hablar con Girrsa (basura), para apelar para servicios más gubernamentales generalmente, para buscar aplicación de ordenanzas existentes con respecto a ruido, la basura, estacionamiento, la contaminación atmosférica, venders, la construcción, etcétera. A menudo residentes han entregado sus quejas a voluntarios GPS, pero nosotros realmente no estamos en la posición de hacer nada acerca de esos asuntos, pero encontrar a aliados.

Hace años, los voluntarios instaron apoyo para una oficina bilingüe donde residentes y turistas podrían ir para la ayuda. Pero GPS no estuvo en la posición de financiar eso solo.

Durante varios años, las personas implicadas con prevención del crimen habían instado el gobierno para tener una oficina para aquí reportear crimen, antes que víctimas de fuerza para ir a Bucerias; pero sin estos reportes, el gobierno no puede ascender sus esfuerzos.

Los beneficios inmediatos fueron las razones que podríamos justificar dando apoyo al Delegacion Municipal. Hector ha dirigido cada único uno de nuestras preocupaciones -- aunque implementación de soluciones tomará tiempo. Y Hector se ha aventurado en muchas otras áreas importantes de personas de la terceras edades, a programas para niños, a ayudar el Salud, a resolverse conflictos, y más.

Ningún Delegado anterior jamás ha iniciado lo que Hector ha comenzado. De hecho, es interesante notar que Sayulita es un prototipo; no hay un Delegado en el estado entero que ha procurado hacer lo que nosotros ahora tenemos en Sayulita.

Hector sólo ha estado en la oficina por tres meses, así que es demasiado temprano valorar el éxito. Y es un trabajo en curso. Pero de los que han tratado con estos problemas durante años, es la manera lógica e inteligente de continuar. Por favor nota de marca, GPS dará apoyo como vamos, y como vemos progreso es hecho. Nosotros también recibimos donativos extra de residentes que creen que este modelo es la mejor solución para nuestro pueblo. En última reunión GPS del miércoles, Eduardo Montano, dio una vista general de su progreso a fechar; su reporte también fue mandado un correo electrónico con los minutos GPS.

Vaya visita las oficinas del Delegacion Muncipal en Miramar (en la calle donde la librería es situada, pero más cerca a Revolucion). Ya, puede pagar sus impuestos aquí, puede hacer reportes oficiales de crimen (que que en mismo ayudará tremendamente a reducir crimen de turista), y usted puede hablar con una persona bilingüe del personal acerca de cualquier queja o la necesidad que usted tiene. ¡Es un comienzo maravilloso!
